That is one world-class prank. I can only imagine how someone got this into the NTSB.
This highlights one major weakness of the "information technology" society: once a data point gets into a system, others handling it just accept it as verified, no matter how obviously bogus. Something to think about with our surveillance society. Data is incredibly malleable. People really have no idea.

NTSB now claims it wasn't them. My guess is somebody low level at the station or something.
