It originated in RPGs like D&D, IIRC, and refers to those who are biologically descended from dragons (via magic, of course; hey, if Zeus could change form and bonk human babes, why can't dragons, too?)
Nowadays, I think it is more of an affectation of those who think they are soul-bound to such creatures...like Goth kids who like to think of themselves as vampires, or werewolves.
